Try using for example 
/home		163.33.0.0/255.255.255.0(ro)
I found that using a global export like * wouldn't work but specifying the
network would

I've only played with the NFS export option briefly (cos we don't 
actually need it for the server I tried it on) but one thing I did find 
in the doco was that if you don't explicitly name the clients that it's 
exporting to, you /can/ get weird problems like the empty exports list 
and also non-working high availability, i.e. it won't fail over from the 
client point of view. It's not explained why this is the case, but it's 
certainly mentioned.
