Yes - although the IPs normally resolve to a Nigerian or satellite ISP. 
  The only thing I've found that can be done is to see which ISP, or 
web-based e-mail service, they're using and forward the full mail and 
headers to the abuse address.

According to the Crimes of Persuasion page on these 419 scams, they're 
netting an estimated $1m per day through it.  The pages make sobering 
reading when you see the consequences of some peoples greed:

It's similar to people who've been scammed out of large amounts of money 
by these so-called overseas brokers and boiler-room operations who phone 
promising large profits for small investment.  They seem to be 
increasingly active, I've received at least 4 calls in the last week 
from these operations - all originating outside of Ireland.
