That depends on the setup of /etc/nsswitch.conf

The new way is to have
passwd: files nis

in there, and yes, you don't need the +::: line

There are setting for nsswitch.conf to make it
use the +::: line again for compatibility reasons, but I think most 
people got over that
a while ago.
