you can configure wget to use a proxy by setting the http_proxy and
ftp_proxy environment variables.  for instance i set mine to:

    http_proxy=http://proxy:3128/
    ftp_proxy=http://proxy:3128/
    export http_proxy ftp_proxy

this works for a lot of command line web utilities.
