Not really. On the first provisional license, one is deemed
inexperienced. On the second, one is thought to have sufficient
experience to drive unaccompanied (although not on motorways). The
third provisional license is issued after one *fails* a driving test or
have failed to apply during the period of the second license. If the
second license expires while waiting for a driving test, the second
license is extended.
