And you don't find this at all weird?

1) There is nothing to stop someone getting a 1st provisional, waiting
    2 years, getting a 2nd provisional, and then start driving
    unaccompanied without any previous experience.

2) Failing a test doesn't make you a worse driver. If you need to
    be accompanied after failing a test, you definitely needed to
    be accompanied before you took the test.

3) If the assumption is that you should be allowed drive unaccompanied
    on your 2nd provisional due to "sufficient experience", how come
    gaining additional experience after failing a test doesn't bring
    back this privilege?

Basically, the system is arbitrary and inconsistent, and it is clear to
me that there is no proper process for learning to drive in this
country.
