They found and documented examples of actual bugs and said that the
"hardened" PC's were "very easy" to compromise. Th eexecutive summary
may have been terse, but the report did a lot more than you suggest.

Th terms of reference for the commission were altered on the 9th of
March to state that the commission should advise on the application
or non-application of the system (wether to use it or not) and it
said it was unable to recommend it's use. That's a clear recommendation
for non-use in my book.
