Is there someone who might be willing to help write LC_COLLATE elements 
for Dzongkha (dz) & Tibetan (bo) locales for glibc?  A Bhutanese friend 
has been trying to do this for months with and has asked me for
help, but I know next to nothing about LC_COLLATE.

I do know the rules for Dzongkha and Tibetan word ordering and have a 
tailored UCA collation table which works for both Dzongkha & Tibetan 
(Tibetan collation rules are a true sub-set of those for Dzongkha which 
is slightly more complex) - but it beats me how to implement this
using the iso14651 like tailoring method used for in glibc locales.
