 It's pretty much "sales for export", which aren't taxed in most
countries.

 Since July last year, all intangible purchases outside the EU to someone
into the EU (software for download, services etc.) also had to include
VAT. So, if you purchased your webhosting in the US, your US provider had
to charge you VAT, and return that to the EU.

 How that was supposed to be enforced, I don't know.
