That's not different from a regular modem dialup using UCP, SMPP, CIMD
or one of the other sms protocols. It still requires, that you find a
telco, which will give you access to their SMSC and route inbound SMS to
you (in this case).
Even for ISDN text messaging I haven't seen any telco's yet, that
provided a gate between GSM SMS and ISDN text.
