Set it to 0660 and make it group owned by 'users' or '3d' or 
somesuch.. (or better, use pam_console to change ownership to logged 
in console user and leave it at 0600).

666 on DRI/graphics devices? You might as well chmod a+rw 
/etc/passwd..

(Maybe airlied can go into more detail and give more accurate advice, 
for DRI anyway.)
