Copying /etc/passwd and /etc/group _is_ sufficient in a lot of cases.
I've done it on small networks as it's more secure (and easier) than NIS
and doesn't require a full-time admin.

Please provide more information on what you want to sync.  Do you have
Apache/Samba/CUPS running on both systems?
