I'm not fully sure they were thinking, it certainly didn't make much
sense. But to be fair, most of the people in the IT department looked
after the desktop side of the operation and actually used Windows.
A lot of it was about leading the rest of the company by example, as the
IT manager was trying to persuade the much much larger non-IT side of
the operation to impart some basic IT skills on the userbase
- probably to reduce support costs.
