Not exactly. I do not know about KDE but Gnome will let you do
anything until it starts up completly. The difference I am talking
about is this:
Windows: Computer is not ready yet, but you can try to start doing
    things.
Gnome: You must wait until the computer is ready.

Gnome attitude is IMHO better.
