Rural is a huge problem, just ask Kevin Lyda (who ironically *does* 
have DSL at the moment, but only cause he's abroad at moment).

The other problem is that even if you *are* attached to a DSL enabled 
exchange, it is still pot-luck as to whether you'll get it - if your 
line-test fails that's it, tough. No way to get Eircom to investigate 
why and try fix it, no recourse.
