That means each client IP can make maximum of 1 connection to
the server. This is a real pain in the ass, since people behind
a router using NAT will appear to come from the same IP. I
remember hacking the source to disable this, since setting it
to 0 didn't. Try setting it to something like 100 and see what
happens.
