It depends on your usage. For instance, is it "up" if your machine is a
database server, and the server is up, but the database isn't ?
We generally get around 99.94% for Linux web servers, 99.96% for MySQL,
99.97% for PostGres, and 98.8% for Windows web servers. MSSQL maybe as high
as 99.97% as well, as it causes so few problems. They are machines with
hundreds of websites, shell users etc. so do plenty of work.
You'd be amazed how easy it is to write a crappy perl CMS system that'll
take down a machine with 2GB of RAM; Windows or Linux.
I've the odd linux router that's just pushing packets, that's never been
down bar to get a kernel upgrade or a physical move.
