Sure it does.  My postings on this mailing list, for example, following
what I told it do, have:

  Mail-Followup-To: ilug at linux.ie

...inserted by mutt.  This follows, among other things, section 2.4 of
the IETF working group's 1998 Internet Draft:

   2.4   Mail Client Action

   The "Mail-Followup-To" contains a suggestion to the recipient of where
   to send group replies, but the recipient SHOULD be free to choose other
   recipients of a reply. If a mail client contains a command intended to
   write a reply to all recipients of a message, the value of the
   "Mail-Followup-To" SHOULD be used instead of the merge of the "From:",
   "To:" and "Cc:" fields in construction a default suggested set of
   recipients for such a reply.

Also, in section 2.2:

   Here are some ways of constructing this header:  [...]

   When a message is sent to a mailing list, and the author is a member
   of this list, and wants to get only one copy of replies, the author
   can be omitted from the "Mail-Followup-To" header.

You are mistaken -- doubly so:  You're mistaken in thinking that mutt
dictates a particular implementation.  (The contents of the header can
be dictated in the MUA's rc files.)  You are also mistaken in thinking
that the particular user configuration in which Mail-Followup-To 
specifies only the mailing list address contravenes the IETF draft or
the header's intent.

I'm sorry you don't like that configuration, but it's really none of
your business where other people elect _not_ to send their mail.
