Scribus is the answer you'll get from everybody, but I don't think that 
it will read Publisher files. It might be an idea to have a look at 
Scribus and see if it meets your needs - I think it's more aimed at 
Quark users than Publisher users i.e. it may be heavy on powerful 
features, and light on wizards.

Don't get TOO stuck on file format compatibility - you may find that 
you can address that via the machines which will stay on Windows anyway 
for accounts etc. while new work is done with Scribus.
