[ILUG] Where is semun union defined on Mandrake 9.2

I am writing a little app that uses semaphores to control access to a 
shared memory segment.

For some reason the semun union is not defined in /usr/include/sys/sem.h

Is there a reason for this?

Is my only option to define this union myself. I have grep'd through my 
includes and there is no definition of semun.

Are there any links explaining why this is this way
