IME, they'll need a server with 64-128mb of RAM per terminal (YMMV).  In 
our office, we're using SuSE 7.3 on a big ole Dell box with 1024mb, 
which looks after 12 Axel  terminals.  I'd also recommend at least 100 
megabit ethernet.
