It's easy for a committee to enact something which has been defeated, it
is not easy to enact something against a motion which has been passed!
It's not quite status quo as it would prevent the list being made
subscriber posting only without a future AGM vote, or at the very least
it would be a brave committee who would discard such a motion.
If however what's on the table is the option to make the list subscriber
posting only and that is defeated, there is nothing on the books to
discourage a committee taking an exectuive decision in the future to
enact the change.
