Neither the service agreement nor the trademark encumbrances on
packages redhat-logos and anaconda-images appear to restrict lawful
purchasers from giving out copies of the binary CDs for free.  But of
course, nobody obliges them to, either, which is one reason why such are
seldom offered.

More to the point, if you aren't paying for support, you're better off
with one of these, anyway:
