No, not quite all of it. There are two start scripts, mdadm and
mdadm-raid. mdadm-raid was the culprit. There's a variable in
/etc/mdadm/debian.conf called AUTOSTART and if this is set to true,
mdadm-raid uses mdrun to start all raid devices. For whatever reason,
this doesn't work on this box, though it seems it must have under 2.4.
If AUTOSTART is false, mdadm-raid instead does an mdadm -A -s which
assembles the array which is exactly what I want.
So that's that one done and dusted, several hours later. Thanks to all
who chipped in both here and on #linux
