Not sure why you say that ? Surely  php, java, perl, (x)html, 
javascript, python, all work as "easily" on apache/linux as MS/IIS ? In 
fact there are lots of LAMP based reusable stuff that is better 
supported in linux... (plone, gallery, various blog software...)

Are you talking about the availability of RAD type tools that spew out 
ASP/ASP.NET?
