Who is "people" in this context?  To send an email requires nothing 
more than a TCP connection to an SMTP server; do you suggest that the 
ISPs monitor this activity (hello privacy issues!), or that the 
receiving server somehow requests payment from the sending system (as 
an extension to SMTP?)
