Whoa there.  Not so fast, sir!

The referenced page is merely one where you can retrieve an agreement
whereby one can _become an authorised distributor_.  That includes,
among other things:  

   By accepting, you acknowledge reading and accepting the terms of the
   full Adobe Reader End-User License Agreement.  [link]

Following the link takes you to
http://www.adobe.com/products/eulas/main.html , where you can find the
referenced document in (naturally) PDF format.  Quoting:

   General Use: You may install and use one copy of the Software on
   up to the Permitted Number of your compatible Computers [...]

   Notices:  You may not copy the Software except as set forth in
   sections 2 and 14. [...]

   No Unbundling:  [...]  You may not unbundle or repackage the 
   Software for distribution, transfer, or resale.  [...]

   No Transfer:  YOU MAY NOT RENT, LEAST, SELL, SUB-LICENSE, ASSIGN,

So, exactly as I was saying before, even though the program may be
downloaded -- from authorised distribution sites -- and even though you
can indeed sign some tight-assed Adobe contract to _become_ an
authorised distribution site -- that is not in any way to be confused
with Adobe granting redistribution permission to the public at large,
which I _greatly_ doubt that they have granted, or are likely to do in
the foreseeable future.
