Yes, that is indeed binge drinking.  And it does happen here quick 
regularly.

As an American now living in Ireland for over a half year now (and who 
is here until further notice), I feel like I've been here enough to 
have a viewpoint on this.

I do have to say that I didn't realize just how pub-centric Ireland is 
today.  I have quickly learned how much gets done in a pub, regardless 
of how much beer is being consumed.  This is fine for me, as I am an 
extrovert who is quite at home in a pub, but that certainly is not an 
environment for everyone.

I must say though, even though I have attended two of the previously 
voted "#1 party University in the U.S." and I lived in the Netherlands 
for two years (where I enjoyed many a Belgian beer), I have never seen 
so many people consume so much alcohol so consistently.
