Well, I think they apply these conditions to the work covered by the
"compilation copyright", and that piece of work isn't licensed under
the GPL.  According to Rick's thorough research, they then refer you
to the individual licence-files for specific packages.  If those are
under the GPL, then you can distribute those specific applications
(but not the entire CD/DVD) subject to the GPL.  I don't think that
the GPL's compulsory licensing requirements (i.e. if you use GPL code
in your project, project becomes GPL) apply to derivative works that
are compilations.

Equally, and I believe this has been Rick's point (now
clarified/confirmed AFAICS by examination of the SuSE licences), if
they're under a more restrictive licence, then you are bound by that
licence.
