My take is that I tend only to evangelise if:

1. Software is not currently in use for a task but is required - if the 
user has no experience of the task in hand, then they are likely to 
trust my judgment and be happy with what I suggest
2. Software is currently being used, but is actively causing trouble 
that I know will be resolved by a change e.g Outlook Express is unable 
to terminate cleanly in mid download and this has caused real tangible 
and time-consuming problems. Thurderbird doesn't have this problem.
