The keyword here is 'should'. In the real world they do not know how to or
do not care or even forget. We should deal with this. A way of dealing
with it is by having a trusted party either erase or remove+destroy the
harddrives and let the rest be reused.

In the long run I believe electronics should be made to be recycled by a
robot, so every reusable part will be reused, and the producer should be
punished for every part that is not reusable.
