If you are talking about the directed broadcast "smurf" attack  then
nothing in the description indicates this

Erm - "bottom line" - there are bad things/people/programs on the internet.
Now - right at this moment.... and they are actively probing and scanning... 
So always use protection..

As Bryan says - lots of these are clueless and won't be doing anything other
than a portscan. So they ( in and of themselves ) are not a huge direct worry.

Some of the port traffic that we see is the aftermath of p2p clients... you
run a p2p client - you end up in someone's client list - and for weeks afterwards
you get connect attempts from other p2p networks trying to connect to your
client (even though the user has been re-educated and isn't trying to run p2p
software in the office any more )
