Because "apt" is the frontend everyone sees?  The apt/dpkg 
and yum/rpm splits are likely confusing to newbies (not  to mention 
their being completely obscurely named in the grand old unix 
tradition).  Though what gets me is apt-cache vs. apt-get.  Means you 
need to know a pretty damn pointless extra bit of information per apt 
subcommand - whether it's associated with the "-cache" or the "-get". 
Yum, despite its flaws (themselves much reduced in recent versions), is 
much more sensible  in that respect. 

(of course now debian have missed their chance, apt on the average
unixoid command line is a java "annotation processing tool".  )
