because java implementations (by ibm, blackdown, & sun) are
proprietary & the licence that theyre released under no one else is
licenced to distribute them, i believe that this has changed recently
though.
but anyway it basically means that no one is allowed to distribute it
other than those companys for their own versions.
so if ibm has discontinued 118 (which it has) it's just no longer available.
2 options for you at this point.
1) try to find it on a p2p network like gnutella or kazaa
2)contact ibm & ask them to dig you out a cd with that version on it,
by phone is best as email would probably be ignored.
