To be honest, any solution which depends on multiple pieces of network 
hardware to be powered and working like that sounds a little prone to
failing at some crucial point.

One of the reasons I didn't go with ISDN was that (as far as I'm aware) 
the BRI end point needs mains power to operate. I suppose the ideal 
solution would be if one of the mobile operators provided a monitoring 
service based around GPRS, but I'm not aware of such a thing actually 
existing.
