Sure, but then trim the mail you're replying to. (Or don't quote it 
at all - my MUA asks me if I want to quote the mail I'm replying to). 
Top posting might have uses, but I can't think of any for cases where 
the "below-quoted" email has already been received by everyone. Ie, 
it typically has no use on a list, for replies to the list.

It's just sheer laziness to not trim quoted text which you are not 
directly using to provide context to your reply. It's that sheer "I 
can't be arsed"-iness which tends to annoy people (particularly if 
someone does it regularly, rather than just forgetting to trim 
occasionally). ;)
