To do as you describe, you really need to get an AS number, and speak
BGP to your ISP's.

If you can accept the near-ability to be make outgoing connections
without interuption, and can tolerate connections dying when a
particular link does, you may be able to use policy routing. 

Some lind of Layer 3 load balancing solution like a tc virtual interface
is probably what you need. See http://lartc.org/
