Doing a -Uvh will fail if its tons of RPM's in a row. Say for example, updates
from heanet.

You are supposed to use -Fvh which is the freshen, but that wont work either.
So you will end up doing --force as --nodeps will also fail.

Its not a bug, its a PITA.
Someone said (PaulJ?) that yum uses --force for this reason. Which is why yum
sucks-ass.com, well, its one of the reasons it sucks (tm)
