Well, IIRC phprojekt does...
"IIRC"??? -> I think it was PHProjekt that was installed in early 2004,
by Stephane and myself even, in DIAS... and later abandoned! :8-O
Of course, it might have developed significantly since then, so
don't knock it off the list of things to evaluate. But it wasn't
sufficient back then for people's needs within DIAS.
(it was used to coordinate an inter-institution project for
a while, though, as the web-based nature meant we could
put it on a password-protected SSL site for access by people outside
DIAS).
(If you want to sell staff on using any sort of collaboration or project
management suite, ical calendars support is a good thing, BTW.)

Closed solutions do exist, and are better than any open source solution
I'm currently aware of (that probably applies even to microsoft's
offering, Project Server), but they're horrendously expensive, usually
crossing over into "enterprise project portfolio management" that
multinationals need or at least think they need so the middle managers
and executives can feel like they're doing something. I don't think
there's anything open-source that comes anywhere close to the features
commonly expected from project portfolio management tools at that
level... but they'd be overkill for DIAS anyway.
