I would just go ahead and fix debian/control file Build-Depends: field. It
doesn't make any sense to use different version of -dev package than the
binary library it supports, and you have actually newer version of
libtheora than what is required.

Make your own version (dch -i in the top package directory and make yourself
new record in changelog) and then fix debian/control, and run
dpkg-buildpackage -rfakeroot
