By default, sure. You'd (obviously) want to look at add-ins, to see
whether they look promising enough to try.
When you have a laundry-list of CMS-like requirements, you can either
start with something reasonably small and elegant, and see if it's
possible with enhancements to hit most or all of your requirements, or
you can go with some galloping bloatware like Plone {retch} and try to
tame it. Your pick.

Yes, I distinctly remember, a few years ago, attempting to catalogue all
available CMS options for my knowledgebase, and giving up after a couple
of days.
