I thought it was quite well detailed in that article how the current
system _is_ fundamentally broken. An example off the top of my head is
the dhcp + ntp + daylight savings bug in ubuntu (see
https://launchpad.net/distros/ubuntu/+source/dhcp3/+bug/33968) which
even after 6 months hasn't been solved satisfactorily.

I doubt debian is going to change from the existing infrastruture anytime soon.
