Don't forget that a huge part of this job is /not/ in developing the 
core daemon(s) (svc.startd, launchd, upstartd, whatever), but in 
describing each service to be managed (dependencies particularly).

SMF uses the following DTD for 'service manifest' XML files:

  http://cvs.opensolaris.org/source/xref/on/usr/src/cmd/svc/dtd/service_bundle.dtd.1

Once the infrastructure is done, you still have the largeish task of 
writing descriptions. And users with custom services must learn it 
too (or not avail of the super-duper init-replacement).
