[ILUG] Threads deteriorating into spam

I've seen that work quite nicely elsewhere.  The creation of a number of
topics (network, newbie, programming) for further organisation would be
useful.  Users can opt to receive only those topics that are of interest
to them and can opt to receive (or not) posts that are not topic flagged.
