IEDR provides free domain registration for charities. I doubt that they 
provide anything else. However, they do recommend applying through any 
of a number of resellers (http://www.domainregistry.ie/CharityRegs.php) 
who have also agreed to act pro bono for charities, so I imagine that 
some of these resellers will also provide the charity with DNS service 
FOC. If not, search google for "free DNS" - there's a large number of 
such providers out there.
