PDFs have two level of protection, both unlockable with a password. The
first level (the "user password") permits the PDF to be read, printed or
compiled (it a form). The second level allow more pasturating with the PDF,
editing included.
The first idea that comes to mind is bruteforcing the PDF. You need a fast
machine, a dictionary, a bruteforcing tool and pdftk. Read the man page for it.
Or, if you like closed proprietary software, try verypdf's pwdremover and
elcomsoft (do the words "Dimitri Sklyarov" ring a bell?) password recovery
tools.
