Presumably we're all talking about bl.spamcop.net, the heuristics
driven "a lot of people submitted spam mentioning this host recently,
and we can't definitely rule it out[1]" DNSBL?

That's the one most people mean by SpamCop's DNSBL, isn't it?

1. Reasons for not being able to rule-out a host include:
 	- MTA clusters (netsource, large webmail providers)
 	- IPv6<->IPv4 transitions
 	- an MUA or MTA inserting a Received header
 	  that SpamCop doesn't know how to parse
