- People who have images switched off
- Browser image cache
- Console browsers
- Spiders

Don't know if that would make about 25% of the page hits -- are your
visitors the types who would turn off image support in the browser?
What is that image? Does it happen to be on other pages as well so the
browsers might cache it and not download it again?
