How about mondoarchive?  http://www.mondorescue.org It's primarily a
disaster-recovery system but will work for selective restores also.  It
can use CD, DVD, tape, hard disk, nfs filesystems for storage.  It runs on
linux and, in its standard config, will not backup a Windows-only machine.
This can be easily turned off in the code though.  Windows machines would
have to be booted into linux to back them up.  

It can be a bit slow at times though you can improve speed by reducing
compression of the backup.
