Nope, there was no exact wording (the AGM might still be running like 
this thread if I had tried to do that).   The rough wording was along 
the lines of "the committee is free to enable moderation of 
non-subscriber posts to the list".

That's pretty much it, though I don't think the motion mentioned spam 
explicitly.   The membership did make it very clear though that only 
moderation for the purposes of controlling spam was acceptable to them.

The motion simply provides a mandate from the members to the committee 
to enable moderation of non-subscriber posts to the list.   I tried to 
make it clear this is what people were voting on, that it was not an 
instruction or change in the rules, it was just a statement of 
support.   I also remember saying that virtually the entire new 
committee was present and had heard the full discussion at the AGM and 
therefore should be able to interpret the meetings wishes.

The committee was clearly left free to do whatever they want (including 
closing the list completely, moderating subscriber posts or anything 
else they so desired).   They were also clearly asked by the members to 
enable non-subscriber moderation (as they have been clearly asked in the 
past not to close the list to subscribers only).
